No — they're different desserts. A snow cone is made from crushed or pelleted ice, which stays crunchy and holds syrup on the surface (so it tends to slide to the bottom of the cup). Shaved ice is shaved from a block into fine, snow-like ribbons that absorb syrup all the way through and melt softly on your tongue.
If you've only had a crunchy gas-station snow cone, real shaved ice is a genuinely different, fluffier experience.
